Germany's federal statistics office, Destatis, reported on August 21 that roughly 32,500 sex workers were validly registered with authorities under the Prostituiertenschutzgesetz (ProstSchG) at the end of 2025 — a 0.7% increase over 2024's total of 32,300. It's a modest uptick, but the number remains well below the 40,400 registered before the pandemic in 2019, meaning registered activity still hasn't recovered to pre-2020 levels even six years later.

Who's Actually Registered

The age breakdown skews young: 74% of registered workers are between 21 and 44, with 24% aged 45 or older and just 3% between 18 and 20. Nationality-wise, German citizens make up only 18% of registrations, with Romanian nationals the largest single group at 35%, followed by Bulgarian (11%) and Spanish (9%) nationals. Business-side registrations held essentially flat at around 2,260 licensed establishments, with 93% classified as Prostitutionsstätten — fixed venues like brothels — rather than agencies or event-based operations.

What the Numbers Don't Capture

Destatis is explicit that this statistic only reflects registered activity under ProstSchG — unregistered providers and unlicensed venues aren't counted at all, so the real scale of the industry is almost certainly larger than the official figure suggests.
